La differenza non sta nell'aspetto del file. Un PDF accessibile e uno inaccessibile possono sembrare identici a colpo d'occhio. La differenza si nasconde nei tag.

3. What Data We Process

This website integrates accessWidget, an automated accessibility tool developed by accessiBe Ltd. and distributed by AccessiWay. The widget allows users to personalize their browsing experience based on their needs.

When the user activates the widget, their IP address is technically transmitted, but:
 

  • it is not stored, tracked, or associated with identifiable individuals;

  • it is anonymized via a proxy located in the European Union;

  • it is not used for profiling or marketing purposes.

Il PDF è il formato con cui condividiamo contratti, bilanci, manuali, moduli e brochure. Quando un PDF non è accessibile, chi usa uno screen reader sente una sequenza di parole senza ordine, immagini mute e tabelle illeggibili, e parte del contenuto resta fuori portata.

Renderlo accessibile significa rimuovere queste barriere digitali. In questa guida vediamo cosa significa un PDF accessibile, perché conta dopo l'European Accessibility Act, come si crea passo per passo e come verificare che il lavoro sia fatto bene.

Che cos'è un PDF accessibile?

Un PDF accessibile è un documento che può essere letto, compreso e utilizzato da persone con disabilità in autonomia, attraverso tecnologie e strumenti assistivi.

Ciò implica che debba essere progettato in modo tale da consentire l'accesso a tutti i contenuti, compresi testi, immagini, tabelle e grafici, anche attraverso l’utilizzo di tecnologie assistive come lettori di schermo e dispositivi tattili.

Che differenza c'è tra un PDF accessibile e uno inaccessibile?

La differenza non sta nell'aspetto del file.

Un PDF accessibile e uno inaccessibile possono sembrare identici a colpo d'occhio. La differenza sta nei tag: una struttura invisibile che indica alla tecnologia assistiva

  1. cos'è un titolo,

  2. cos'è un paragrafo,

  3. in che ordine leggere gli elementi presenti

  4. quali immagini descrivere.

Un PDF senza tag è un'immagine di testo. Un PDF con tag è un documento navigabile.

Il diritto di accedere ai documenti digitali riguarda da vicino le persone con disabilità visive: ne abbiamo parlato in perché i documenti digitali accessibili non devono essere un diritto di pochi. Per chi crea documenti esistono due standard di riferimento.

WCAG e PDF/UA: i due standard per l'accessibilità dei PDF

Le Web Content Accessibility Guidelines (WCAG) sono il riferimento globale per l'accessibilità dei contenuti digitali, pubblicate dal W3C: definiscono cosa una persona deve poter fare con un contenuto. Il PDF/UA, formalmente ISO 14289, è lo standard specifico del formato PDF.

Mentre le WCAG definiscono i requisiti a livello di contenuto, il PDF/UA stabilisce come quei requisiti vanno implementati dentro il file: struttura tecnica, tag, ordine di lettura e metadati che rendono il PDF leggibile dalle tecnologie assistive.

I due standard si completano. Questa tabella riassume i rispettivi ruoli:

Il livello più alto di accessibilità si raggiunge applicando i due standard insieme. Nel 2024 è uscito il PDF/UA-2 (ISO 14289-2) per i PDF 2.0, ma il PDF/UA-1 resta lo standard più usato.

Perché l'accessibilità dei PDF è un obbligo dopo l'European Accessibility Act

L'accessibilità dei documenti era a lungo una buona pratica volontaria. Dal 28 giugno 2025 è diventata un obbligo di legge per una larga parte del settore privato.

Cosa prevede l'European Accessibility Act per i PDF

Dal 28 giugno 2025 è operativo l'European Accessibility Act (EAA), la Direttiva (UE) 2019/882, recepita in Italia con il Decreto Legislativo 82/2022. I documenti scaricabili rientrano nel perimetro: per i siti e-commerce c'è l'obbligo di mettere a disposizione documenti accessibili come i PDF, correttamente strutturati, con testo leggibile e testo alternativo per immagini e grafici.

Lo standard tecnico di riferimento per i documenti elettronici è la norma EN 301 549, basata a sua volta sulle WCAG.

Per il settore e-commerce abbiamo approfondito il quadro completo in gli obblighi di accessibilità per gli e-commerce secondo l'European Accessibility Act.

Le sanzioni previste dal D.Lgs. 82/2022 arrivano fino a 40.000 euro con AgID come autorità di vigilanza per i servizi.

Sono escluse dalla maggior parte degli obblighi solo le microimprese, ovvero le aziende con meno di 10 dipendenti o con un fatturato annuo non superiore a 2 milioni di euro.

Il valore per il business va oltre la conformità

Un documento accessibile raggiunge un pubblico più ampio: persone con disabilità, persone anziane, chi ha bassa alfabetizzazione digitale e chiunque legga in condizioni non ideali. Migliora l'esperienza per tutti, ed è più facilmente indicizzabile dai motori di ricerca, perché un testo strutturato e taggato è un testo che le macchine leggono meglio.

Come si crea un PDF accessibile: i passaggi pratici

Gran parte del lavoro si fa a monte, nello strumento di creazione (Word, InDesign, Google Docs) prima di esportare in PDF. Partire bene riduce molto la fatica successiva.

Step 1: Struttura il documento con titoli reali

I titoli non sono testo "fatto più grande", ma l'impalcatura che permette a uno screen reader di spostarsi tra le sezioni. Usa gli stili di intestazione veri (Titolo 1, Titolo 2 e così via) in ordine gerarchico, senza saltare livelli. È l'intervento che incide di più sulla navigabilità.

Step 2: Aggiungi testo alternativo alle immagini

Ogni immagine che porta informazione ha bisogno di un testo alternativo conciso e utile. Le immagini decorative (separatori, sfondi, icone estetiche) vanno marcate come tali, così la tecnologia assistiva le ignora invece di leggerle.

Step 3: Definisci l'ordine di lettura

L'ordine con cui i contenuti appaiono sullo schermo non sempre coincide con quello in cui vengono letti dalle tecnologie assistive, soprattutto nei layout a colonne o con box laterali. Verifica e correggi l'ordine di lettura, così il documento ha un senso logico anche per chi non lo vede.

Step 4: Cura link, tabelle, contrasto e lingua

Alcuni interventi di rifinitura pesano più di quanto sembri:

  • Usa link descrittivi ("scarica il bilancio 2025") al posto di "clicca qui", che fuori contesto non dice nulla.

  • Marca le intestazioni delle tabelle, così ogni cella resta comprensibile durante la lettura.

  • Garantisci un contrasto sufficiente tra testo e sfondo e non affidare mai un'informazione al solo colore.

  • Imposta la lingua del documento, perché lo screen reader usi la pronuncia corretta.

Come verificare l'accessibilità di un PDF

Creare bene è metà del lavoro. L'altra metà è il controllo dell'accessibilità del PDF, perché alcuni problemi emergono solo alla verifica. Conviene combinare strumenti automatici e controllo umano.

Esegui un controllo automatico

Due riferimenti diffusi sono il PDF Accessibility Checker (PAC), gratuito e tarato sullo standard PDF/UA, e il controllo accessibilità integrato in Adobe Acrobat Pro. Entrambi segnalano tag mancanti, immagini senza testo alternativo e problemi di struttura in pochi secondi.

Procedi con il controllo umano

Il Protocollo Matterhorn, riferimento di validazione per il PDF/UA, elenca 136 possibili criteri di non conformità: 89 sono verificabili in automatico, 47 richiedono un'ispezione manuale e un giudizio umano informato. Ordine di lettura sensato, qualità delle descrizioni alternative e contrasto reale sono aspetti che solo una persona valuta in modo affidabile.

Testa il PDF con le tecnologie assistive

Naviga il documento con uno screen reader e con la sola tastiera. È il test che più si avvicina all'esperienza reale di chi userà il PDF.

Strumenti e soluzioni per i grandi volumi

Per un singolo documento, gli interventi visti finora sono gestibili a mano. Con i volumi (archivi di centinaia di PDF, documenti transazionali generati in automatico, flussi editoriali continui) il lavoro manuale non basta e servono processi dedicati.

L'automazione e l'intelligenza artificiale aiutano nelle fasi di tagging, riconoscimento della struttura e rimediazione su grandi quantità di file, riducendo tempi e costi. Restano le attività che richiedono giudizio umano, in particolare sui 47 criteri che nessun software valida da solo.

Qual è l'importanza dei PDF accessibili per la comunicazione esterna?

Ciò contribuisce a far sì che tutti gli utenti abbiano pari opportunità di ricevere, comprendere e di fruire dei contenuti che si vogliono comunicare in questo formato. Ricordiamo anche che l’accessibilità è un principio fondamentale dell'inclusione e dei diritti umani, come stabilito dalla Convenzione delle Nazioni Unite sui diritti delle persone con disabilità.

  • Conformità alle normative: Molti Paesi, inclusa l'Unione Europea, hanno adottato leggi e regolamenti che richiedono l'accessibilità dei contenuti digitali, compresi i documenti PDF, come lo European Accessibility Act, l’Italia ad esempio ha varato la Legge Stanca del 2004, evolutasi costantemente dalla sua prima versione. Non conformarsi a tali norme può comportare sanzioni o cause legali. Pertanto, garantire la conformità agli standard di accessibilità è essenziale per evitare problemi legali e dimostrare l'impegno verso l'inclusione.

  • Miglioramento dell'immagine aziendale: Essere un'azienda o un'organizzazione che promuove l'accessibilità e l'inclusione è un aspetto sicuramente positivo per l'immagine e la reputazione del brand. Dimostrare una vera attenzione verso tutti i tipi di utenti, compresi quelli con disabilità, genera crescente fiducia e lealtà al marchio da parte del pubblico.

  • SEO e miglioramento della visibilità online: La creazione di PDF accessibili può avere un impatto positivo anche sulla visibilità online dei contenuti. I motori di ricerca come Google, infatti, valutano l'accessibilità dei contenuti digitali. Un PDF accessibile, quindi, potrebbe ottenere un migliore posizionamento nei risultati di ricerca rispetto a un documento non accessibile, favorendo così la visibilità e l'indicizzazione del contenuto.

In sintesi

Per rendere accessibile un file PDF, tre punti contano più degli altri:

  • L'accessibilità si gioca nei tag, non nell'aspetto. Un documento strutturato a monte (titoli, testo alternativo, ordine di lettura corretto) è già a metà strada.

  • Gli standard di riferimento sono due: WCAG per i contenuti, PDF/UA per il formato. Applicati insieme coprono anche gli obblighi dell'European Accessibility Act.

  • La verifica vuole macchina e persona: i checker automatici coprono molto, il giudizio umano resta necessario sui criteri più delicati.
